Kelowna: Budget BC 2026 tabled on February 17 contains numerous changes to provincial tax laws. Impacts of each shift continue to be assessed by businesspeople in Kelowna – the Kelowna Chamber is hosting a panel discussion with Q&A on Tuesday March 24 to assist understanding of the new taxes.
Businesses that provide these services will need to register to collect and remit PST.
- Accounting services, including bookkeeping and assurance services
- Architectural services
- Engineering and geoscience services
- Non-residential real estate services, including trading services, rental property management services and strata management services
- Security services, including private investigation services

We’ll also examine ramifications of the recent land claim decisions and impacts on property ownership.

Heather Weber, CPA, CGA is a partner at MNP and leader of their Indirect Tax Group. Since 2001, Heather has specialized in assisting clients with indirect taxation needs, including GST, PST, excise taxes, property taxes and more. Working closely with her team, she serves business owners, Aboriginals and Hutterites, as well as clients in the health care, winery, construction and public company sectors. Heather’s in-depth understanding of indirect tax issues helps her develop customized tax minimization strategies for clients. She helps organizations capture the compliance information they need to claim the benefits to which they are entitled. She also has extensive experience in real property and cross-border transactions and has taught numerous courses and webinars related to both GST/HST and PST throughout her career.

Gary Stuttard is the Condominiums Home Owners Association (CHOA) Advisor for the Interior Region of the province, based in Kelowna. Gary has been in this position for seven years, after serving many years as a Licensed Strata Property and Property Manager in both the Okanagan and Lower Mainland areas. Gary will provide information and answer questions on the application and impact of the PST requirements for strata corporations. He has a wealth of experience and knowledge of the Strata Property Act, the Regulations and day-to-day strata governance. He will also address timing of depreciation and electrical planning reports in view of the tabled October 1, 2026 changes to the PST.
